Ok, it could be almost anywhere in the Alps and probably in many other high mountain ranges, but I'll plump for the St Gotthard (so called because anyone cycling up it has Gotthard work to do )

I'll give you a clue. There are 48 hairpins to the top and they are all numbered starting from the top.

There are 2 passes with 48 hairpins, the Stelvio and the Umbrail, so I guess it must be one of them. It doesn't look too much like the Umbrail, as I remember it, so I'll plump for the Stelvio, which I don't know.

Correct, it's the Passo dello Stelvio, the highest pass in Italy.
