It wouldn't be possible via shipping container.
They not only have radiation detectors as standard (for illegal shipping of nuclear material) but they also tend to x-ray most of the containers to check whats inside.

This may not be done everywhere, but it just has to pass one of those points and its discovered.

A cocaine-sub would be the best way to do it if it was small enough. They could possibly even park a small 'suicide' cocaine sub off New York in the harbour, and blow it up there, but it wouldn't have as good an effect as an above ground explosion. It would still cause quite some damage though, and mucho structural damage.

It would be virtually impossible to discern it from a large fish or small whale. It would have to be silent as well.

Also, we all see nukes as these massive explosion/implosion bombs, that wreak havoc and destruction for miles, but what if a small nuke (tactical nuke) was set off instead, that gave a small amount of structural damage, but which destroyed everything electrical for quite a few miles with an EMP blast ?

Surface the boat before detonation to maximize the effect, but widespread EMP effects need a high altitude detonation. Problem is that cocaine subs have a relatively short range vs. Iran's diesel electric boats.

Since they're now building their own subs such a direct mission might happen with one that has an added section with vertical missile tubes, something like we're considering doing with the Virginia class attack boats, and just a theater or IRBM class weapon launched at a distance - perhaps well south like off Charlotte.

I'd sent it to high altitude and detonate midway between Boston and DC for max EMP effect.

Maybe its time this civilisation was rebooted somehow, or we let another species have a go.
