No! Clue: there is an international airport a 5 minute rush hour taxi ride from the city centre and this building is about the same distance in the opposite direction.

Oh, come on, fellows! Another clue: the white roof on the right is in reinforced Teflon and is supposed to evoke the sails of tall ships. The city has been intimately associated with ships for a long time. I wouldn't mind betting many of you have been there.
